महाभारतः       mahābhārataḥ - book-5, chapter-60, verse-17

निकामवर्षी पर्जन्यो राजन्विषयवासिनाम् ।
धर्मिष्ठाश्च प्रजाः सर्वा ईतयश्च न सन्ति मे ॥१७॥
17. nikāmavarṣī parjanyo rājanviṣayavāsinām ,
dharmiṣṭhāśca prajāḥ sarvā ītayaśca na santi me.
