महाभारतः       mahābhārataḥ - book-3, chapter-36, verse-20

अश्रौषीस्त्वं राजधर्मान्यथा वै मनुरब्रवीत् ।
क्रूरान्निकृतिसंयुक्तान्विहितानशमात्मकान् ॥२०॥
20. aśrauṣīstvaṁ rājadharmānyathā vai manurabravīt ,
krūrānnikṛtisaṁyuktānvihitānaśamātmakān.

krūrān nikṛtisaṃyuktān vihitān aśamātmakān
20. You have certainly heard the principles of kingship (rājadharma) as Manu expounded them—those that are harsh, characterized by treachery, prescribed, and stemming from an uncontrolled nature.
