पश्वादयस्ते विख्यातास्तमः प्रायो ह्यवेदिनः ॥१९॥

Because their inclination is downward, that creation is consequently known as the horizontal stream. These creatures, such as animals, are widely known to be predominantly ignorant and immersed in darkness (tamas).
