तेषु सत्कारसंस्कारान्संविभागांश्च कारयेत् ।

31. The king should arrange for honors (satkāra) and support (saṃskāra) as well as allotments (saṃvibhāga) for those agents, whether they are stationed in foreign kingdoms and forests or in his own territory, in the same manner.
