महाभारतः       mahābhārataḥ - book-12, chapter-87, verse-19

बाह्यमाभ्यन्तरं चैव पौरजानपदं जनम् ।
चारैः सुविदितं कृत्वा ततः कर्म प्रयोजयेत् ॥१९॥
19. bāhyamābhyantaraṁ caiva paurajānapadaṁ janam ,
cāraiḥ suviditaṁ kṛtvā tataḥ karma prayojayet.

19. Having thoroughly ascertained the external and internal populace, both urban and rural, through spies, the king should then initiate actions (karma).
