19.
When an endeavor (utthānam) is lacking either in human effort (puruṣakāra) or, moreover, in divine agency (fate), then, by these two very causes, that endeavor becomes fruitless. Indeed, an action (karma) deficient in human effort (puruṣakāra) does not succeed in this world.
