योगवासिष्ठः yogavāsiṣṭhaḥ - book-5, chapter-23, verse-9

स एव सर्वकार्यैककर्ता तस्य महीपतेः ।
राजा केवलमेकान्ते स्वस्थ एवावतिष्ठते ॥ ९ ॥

9. Indeed, he (the minister) is the sole performer of all tasks for that king. The king, meanwhile, simply remains at ease in solitude.
