योगवासिष्ठः       yogavāsiṣṭhaḥ - book-5, chapter-23, verse-21

देवासुरसहस्राणां संगरो यः पुनः पुनः ।
तदेतत्क्रीडनं तस्य मन्त्रिणो मन्त्रशालिनः ॥ २१ ॥
devāsurasahasrāṇāṃ saṃgaro yaḥ punaḥ punaḥ ,
tadetatkrīḍanaṃ tasya mantriṇo mantraśālinaḥ 21

tat etat krīḍanam tasya mantriṇaḥ mantraśālinaḥ

21. That battle, which repeatedly takes place among thousands of gods and demons, is merely the sport (krīḍanam) of that minister (mantrin) who is powerful in counsel.
