मार्कण्डेय-पुराणम्       mārkaṇḍeya-purāṇam - chapter-129, verse-11

धर्मात्पालयतः पृथ्वीं को गणोऽत्र महीपतेः ।
असम्यक्पालनात्पापी नरेन्द्रो नरकं व्रजेत् ॥११॥
11. dharmātpālayataḥ pṛthvīṃ ko gaṇo'tra mahīpateḥ .

11. What credit is there for a king who protects the earth except that which comes from acting according to (dharma)? Indeed, a sinful ruler, through improper governance, would go to hell.
