19.
If a new class of being (jāti), through many existences, is exclusively inclined towards both worldly enjoyment (bhoga) and ultimate liberation (mokṣa), then that class (jāti) is declared by the wise (sadbhiḥ) and those who understand these classifications (tajjñaiḥ) to be 'rājasika-rājasika' (predominantly characterized by passion).
