आदौ विचार्य सगुणागुणलेशयुक्तिं पश्चात्स्वतोऽधिकतरं च गुणैर्यदि स्यात् ।
कुर्यात्ततः समुपपत्तिवशेन दण्डं दड्यस्य युक्तिसदृशं घनसंभवेन ॥ ३३ ॥

33.
First, one should carefully consider the justification for even a trace of good and bad qualities. Afterwards, if one (the judge) is inherently superior in qualities, then, based on proper evidence, one should inflict punishment that is appropriate to the offense of the guilty, and is executed with strong certainty.
