जगत्यां सर्वजन्तूनां तदधीनं सुखाऽसुखम् ॥२॥

O best among the twice-born (dvijottama), I have previously described the planets, beginning with the Sun (Sūrya). In this world, the happiness and misery of all living beings are dependent on them.
