महाभारतः       mahābhārataḥ - book-12, chapter-89, verse-3

यथा तासां च मन्येत श्रेय आत्मन एव च ।
तथा धर्म्याणि सर्वाणि राजा राष्ट्रे प्रवर्तयेत् ॥३॥
3. yathā tāsāṁ ca manyeta śreya ātmana eva ca ,
tathā dharmyāṇi sarvāṇi rājā rāṣṭre pravartayet.

3. And just as he considers what is good for his subjects and also for himself (ātman), so should the king enforce all regulations conforming to natural law (dharma) throughout his kingdom.
