न चास्थाने न चाकाले करानेभ्योऽनुपातयेत् ।
आनुपूर्व्येण सान्त्वेन यथाकालं यथाविधि ॥११॥

11. One should not levy taxes on people at an inappropriate place or an inappropriate time. Instead, one should do so in due order, with conciliation, at the proper time, and according to the prescribed procedure.
