महाभारतः mahābhārataḥ - book-12, chapter-86, verse-25

न तु हन्यान्नृपो जातु दूतं कस्यांचिदापदि ।

25. However, a king should never, under any circumstances, kill an envoy (dūta). The slayer of an envoy shall enter hell (niraya) along with his counselors.
