A king's secret counsel (rahasyam vākyam) or public policy (lokasaṅgrahaḥ) that is for the sake of victory (jayārtham), and also whatever hidden motive (jihmam) may be in his heart, should likewise be for a specific purpose (kāraṇārtham).
