महाभारतः       mahābhārataḥ - book-5, chapter-130, verse-20

न हि वैक्लव्यसंसृष्ट आनृशंस्ये व्यवस्थितः ।
प्रजापालनसंभूतं किंचित्प्राप फलं नृपः ॥२०॥
20. na hi vaiklavyasaṁsṛṣṭa ānṛśaṁsye vyavasthitaḥ ,
prajāpālanasaṁbhūtaṁ kiṁcitprāpa phalaṁ nṛpaḥ.

20. Indeed, a king, when afflicted by distress (vaiklavya), obtains no fruit from protecting his subjects, even if he is established in compassion.
