मन्त्रगुप्तिः प्रधानेषु चारश्चामित्रकर्शन ।
न गणाः कृत्स्नशो मन्त्रं श्रोतुमर्हन्ति भारत ॥२४॥

na gaṇāḥ kṛtsnaśo mantraṁ śrotumarhanti bhārata.

24. O harasser of enemies (amitrakarśana) and O descendant of Bharata, the secrecy of counsel and the deployment of spies should be maintained among the principal members. Groups should not hear the entire counsel.
