महाभारतः       mahābhārataḥ - book-12, chapter-108, verse-23

तस्मान्मानयितव्यास्ते गणमुख्याः प्रधानतः ।
लोकयात्रा समायत्ता भूयसी तेषु पार्थिव ॥२३॥
23. tasmānmānayitavyāste gaṇamukhyāḥ pradhānataḥ ,
lokayātrā samāyattā bhūyasī teṣu pārthiva.

23. Therefore, O King, those leaders of groups should be primarily honored, for the greater part of public administration (lokayātrā) largely depends on them.
