बृहत्-पाराशर-होरा-शास्त्रम्       bṛhat-pārāśara-horā-śāstram - chapter-97, verse-3

जडाय दुर्विनीताय नाज्ञाताय कदाचन ।
देयमेतत्सुरिलाय भक्ताय सत्यवादिने ॥३॥
3. jaḍāya durvinītāya nājñātāya kadācana .

3. This (knowledge) should never be given to someone who is dull-witted, ill-behaved, or unknown. It should be imparted to a wise person, a devotee (bhakti), and one who speaks the truth.
