This world (jagat) is indeed (tāvat) a city formed by the conception (saṅkalpa) of Brahman (brahman). What is seen (dṛśyam) through the perception of the visible (dṛśyabodhena) is Brahman (brahma eva) itself, once Brahman (brahman) is known (brahmabodhataḥ).
