महाभारतः mahābhārataḥ - book-12, chapter-90, verse-10

संरक्ष्यान्पालयेद्राजा यः स राजार्यकृत्तमः ।
ये केचित्तान्न रक्षन्ति तैरर्थो नास्ति कश्चन ॥१०॥

10. That king who protects those who ought to be protected is the noblest of kings. For those who do not protect them, there is absolutely no meaning or purpose.
