2. yatādṛṣṭaṁ bhayaṁ brahma prajānāṁ śamayatyuta ,

Since the spiritual power (brahman) indeed pacifies the unseen dangers of the subjects, and the king (pacifies) the visible dangers with his might, that kingdom prospers happily.
