महाभारतः       mahābhārataḥ - book-1, chapter-171, verse-9

प्रतिषेद्धा हि पापस्य यदा लोकेषु विद्यते ।
तदा सर्वेषु लोकेषु पापकृन्नोपपद्यते ॥९॥
9. pratiṣeddhā hi pāpasya yadā lokeṣu vidyate ,
tadā sarveṣu lokeṣu pāpakṛnnopapadyate.

9. Indeed, when a prohibitor of evil (pāpasya) exists among people, then evil-doers (pāpakṛt) do not thrive in any of the worlds.
