योगवासिष्ठः yogavāsiṣṭhaḥ - book-7, chapter-19, verse-24

तेन गीता इमे वेदाः सहशब्दार्थकल्पनाः ।
नियतिः स्थापिता तेन तथाद्यापि यथास्थिता ॥ २४ ॥

24. By that (subtle body or the consciousness associated with it), these Vedas were declared, complete with their intricate conceptualizations of words and meanings. By it, the cosmic order (niyati), a form of natural law (dharma), was established, and it remains in that state even today.
