महाभारतः       mahābhārataḥ - book-2, chapter-14, verse-2

गृहे गृहे हि राजानः स्वस्य स्वस्य प्रियंकराः ।
न च साम्राज्यमाप्तास्ते सम्राट्शब्दो हि कृत्स्नभाक् ॥२॥
2. gṛhe gṛhe hi rājānaḥ svasya svasya priyaṁkarāḥ ,
na ca sāmrājyamāptāste samrāṭśabdo hi kṛtsnabhāk.

2. Indeed, there are kings in every house, each pursuing their own interests. However, they do not achieve true sovereignty, for the title 'emperor' (samrāṭ) belongs only to one who possesses the entirety of the realm.
