महाभारतः       mahābhārataḥ - book-12, chapter-41, verse-18

पौरजानपदानां च यानि कार्याणि नित्यशः ।
राजानं समनुज्ञाप्य तानि कार्याणि धर्मतः ॥१८॥
18. paurajānapadānāṁ ca yāni kāryāṇi nityaśaḥ ,
rājānaṁ samanujñāpya tāni kāryāṇi dharmataḥ.

rājānam samanuñjāpya tāni kāryāṇi dharmataḥ

18. And whatever duties pertain perpetually to the citizens and country people, those duties should be performed righteously (dharma), after seeking the king's approval.
