महाभारतः       mahābhārataḥ - book-12, chapter-116, verse-21

व्यवहारश्च नगरे यस्य कर्मफलोदयः ।
दृश्यते शङ्खलिखितः स धर्मफलभाग्भवेत् ॥२१॥
21. vyavahāraśca nagare yasya karmaphalodayaḥ ,
dṛśyate śaṅkhalikhitaḥ sa dharmaphalabhāgbhavet.

21. And in whose city (nagara) the administration of justice (vyavahāra), where the manifestation of the results of actions (karma) is evident and clearly established by law (śaṅkhalikhita), that king (sa) should partake of the fruit of upholding natural law (dharma).
