12. gobrāhmaṇāḥ purā rājñāmadadadyaṃ ca vai karam .

And indeed, the tax that cows and Brahmins formerly gave to kings, he (Kṣupa) gave wealth equal to that amount – other (anya) than the tax itself – to the Brahmins and to the cows.
