A ruler of the earth (vasudhādhipaḥ) should constantly (satatam) consider himself never complete (na pūrṇo 'smi iti), whether in matters of his natural law (dharma), desires (kāma), prosperity (artha), intellect (buddhi), or allies (mitra).
