महाभारतः       mahābhārataḥ - book-12, chapter-93, verse-7

अर्थसिद्धेः परं धर्मं मन्यते यो महीपतिः ।
ऋतां च कुरुते बुद्धिं स धर्मेण विरोचते ॥७॥
7. arthasiddheḥ paraṁ dharmaṁ manyate yo mahīpatiḥ ,
ṛtāṁ ca kurute buddhiṁ sa dharmeṇa virocate.

ṛtām ca kurute buddhim sa dharmeṇa virocate

7. The king (mahīpati) who considers the natural law (dharma) superior to the accomplishment of material gain (artha-siddhi), and who makes his intellect truthful, he shines forth through his natural law (dharma).
