बृहत्-पाराशर-होरा-शास्त्रम्       bṛhat-pārāśara-horā-śāstram - chapter-40, verse-5

अमात्यकारके लग्ने पञ्चमे नवमेऽपि वा ।
राजमन्त्री भवेद् बालो विख्यातो नाऽत्रसंशयः ॥५॥
5. amātyakārake lagne pañcame navame'pi vā .
rājamantrī bhaved bālo vikhyāto nā'trasaṃśayaḥ.

rājamantrī bhavet bālaḥ vikhyātaḥ na atra saṃśayaḥ
5. If the significator of ministers (amātyakāraka) is in the ascendant (lagna), or in the fifth house (pañcame), or even in the ninth house (navame), then the person (bāla) will become a renowned royal minister (rājamantrī); there is no doubt about this.
