If the lord of the second house (dhaneśa) is situated in the sixth house (house of enemies), and the lord of the eleventh house (lābheśa) is also located in that same (sixth) house, OR if both the lords of wealth and gain (dhana and āya) are conjoined with or aspected by malefic planets, then that person is indeed poor.
