महाभारतः       mahābhārataḥ - book-4, chapter-28, verse-10

उच्चावचं बलं ज्ञात्वा मध्यस्थं चापि भारत ।
प्रहृष्टमप्रहृष्टं च संदधाम तथा परैः ॥१०॥
10. uccāvacaṁ balaṁ jñātvā madhyasthaṁ cāpi bhārata ,
prahṛṣṭamaprahṛṣṭaṁ ca saṁdadhāma tathā paraiḥ.
10. uccāvacam balam jñātvā madhyastham ca api bhārata
prahṛṣṭam aprahṛṣṭam ca saṃdadhāma tathā paraiḥ
10. O Bhārata, after assessing the various types of military strength (bala), including neutral ones, and those that are enthusiastic and unenthusiastic, we should therefore make alliances with others.
