महानिर्वाण-तन्त्रम्       mahānirvāṇa-tantram - chapter-11, verse-83

स्थाप्यापहारिणं क्रूरं वञ्चकं भेदकारिणम् ।
विवादयन्तं लोकांश्च देशान्निर्यापयेन्नृपः ॥८३॥
83. sthāpyāpahāriṇaṁ krūraṁ vañcakaṁ bhedakāriṇam ,
vivādayantaṁ lokāṁśca deśānniryāpayennṛpaḥ.

83. The king should banish from the country the misappropriators of deposits, cruel persons, fraudsters, sowers of division, and those who cause disputes among the people.
