महानिर्वाण-तन्त्रम्       mahānirvāṇa-tantram - chapter-11, verse-119

अपवाग्वादिनं मत्तं लज्जाभयविवर्जितम् ।
धनादानेन तं शास्यात् प्रजाप्रीतिकरो नृपः ॥११९॥
119. apavāgvādinaṁ mattaṁ lajjābhayavivarjitam ,
dhanādānena taṁ śāsyāt prajāprītikaro nṛpaḥ.

dhana-ādānena tam śāsyāt prajā-prīti-karaḥ nṛpaḥ

119. The king, who brings delight to his subjects, should discipline that intoxicated person who speaks abusive words and is devoid of shame and fear, by confiscating his wealth.
