yogavāsiṣṭhaḥ

ब्रह्मण्यशेषशक्तित्वादचित्त्वं विद्यते तथा ।
अक्षुब्धे विमले तोये भाविफेनलवो यथा ॥ ३ ॥

brahmaṇyaśeṣaśaktitvādacittvaṃ vidyate tathā ,

The omnipotence of Brahma, contains also the insensible (or gross) matter in his intelligence; as the calm and clear water of the sea, contains the matter of the future froth and foam within itself.
