महानिर्वाण-तन्त्रम्       mahānirvāṇa-tantram - chapter-8, verse-129

स्वयं वा चरदृष्ट्या वा प्रजाभावान् विलोकयेत् ।
एवं स्वजनभृत्यानां भावान् पश्येन्नराधिपः ॥१२९॥
129. svayaṁ vā caradṛṣṭyā vā prajābhāvān vilokayet ,
evaṁ svajanabhṛtyānāṁ bhāvān paśyennarādhipaḥ.
129. svayam vā cara-dṛṣṭyā vā prajā-bhāvān vilokayet
evam sva-jana-bhṛtyānām bhāvān paśyet nara-adhipaḥ
129. narādhipaḥ svayaṃ vā cara-dṛṣṭyā vā prajā-bhāvān
vilokayet evam sva-jana-bhṛtyānām bhāvān paśyet
129. The king should inspect the disposition of his subjects personally or through secret agents. In the same way, he should observe the attitude of his own kinsmen and servants.
